private and public sectors. He has extensive experience in analyzing new and
amended legislation that regulates local government’s ability to review and
issue of land use changes, zoning changes, special permits, conditional uses,
site plans, and building permits. He is familiar with a full range of
regulations at a community’s disposal including, but not limited to, zoning
regulations, comprehensive plans, building codes, and impact fees. The use of
scenario planning is used to forecast future needs and understand how policy
choices might play out over time. These techniques help decision makers
